The COUNTY GOVERNMENT OF KISII invites sealed tenders for the Provision of Comprehensive
Insurance Cover for Graders, Excavators, Wheel Loaders/Shovels, Rollers, and Dozers for theFinancial Year
2025–2026 (One-Year Contract, Renewable for a Further One Year Subject to Satisfactory Performance) as
indicated in theschedule ofrequirements.
1. Tendering will be conducted under open competitive tendering method using a
standardized tender document and is open to all qualified and interested Tenderers.
Tenderers will be allowed to tender for all items. Partial bidding will lead to
disqualification.
2. Qualified and interested tenderers may obtain further information and inspect the

31. General
1. ScopeofTender
1.1This tenderingdocument is forthedeliveryof Insuranceservices,as specifiedin
SectionV, ProcuringEntity’s Scheduleof Requirements. Thenameofthe
Procuring Entity, name andidentificationandnumberofthis tenderare
specifiedinthe TDS.
2. Definitions
2.1Throughout thistenderingdocument:
a) The term “in writing” means communicated in writtenform (e.g. bymail,e-mail,
including if specified in the TDS, distributed or received through the electronic
procurement systemused bytheProcuringEntity) with proofofreceipt;
b) Ifthecontextsrequires, “singular”means “plural”andviceversa; and
c) “Day” means calendar day, unless otherwise specified as “Business Day”. A
Business Day is any day that is an official working day of the Procuring Entity.
It excludes the ProcuringEntity’sofficialpublicholidays.
2.2ThesuccessfulTenderer will beexpected to commenceprovidingthe Insurance
ServicesbyDateprovided inthe TDS.Theinsurancedurationforeachitem
will beone year or theperiod specifiedin theTDS.
3. Fraud and Corruption
3.1The Procuring Entity requires compliance with the provisions of the Public
ProcurementAnd Asset Disposal Act, 2015, Section 62 “Declaration not to
engagein corruption”.
Thetendersubmitted byaperson shall includea declarationthatthe person shallnot
engageinanycorruptor fraudulent practice anda declarationthat theperson
orhis orhersubcontractors arenot debarredfrom participatingin public
procurement proceedings.
3.2TheProcuringEntityrequires compliance with theprovisionsof the
CompetitionAct 2010,regarding collusivepractices in contracting.Any
tenderer foundto have engagedincollusiveconduct shallbe disqualifiedand
